I believe other companies like Cox and Erol's are doing the same thing – This will get worse because all you see are faster routers being sold – from wireless g to n and 1 TB harddrive capacities more and more people will download bigger and bigger files – Im sure these companies will use the supposed upcoming internet brownout as a defense…

what worries me the most about policies like this is the faulty logic companies like comcast and qwest have when it comes to bandwidth – the US is already behind much of the modern world in broadband speed and adoption – but instead of companies using that as an incentive to improve infrastructure, they'll just limit bandwidth or cry foul when someone else tries to do it – in the process we fall even further behind
